Dear Monson,

You will have received a copy of Chungking telegram No. 391 of the 6th April (sent to you on the 8th April) about the release of Hong Kong

University funds for use by Hong Kong students in China.

In paragraph 4 of this telegram, Seymour says that the question whether or not the Hong Kong University students subsistence allowances should be paid out of public or University funds is one that should be settled here. We are of course interested in this inasmuch as relief to Hong Kong students in Free China is at present charged to Foreign Office funds, and, as you point out in your letter to Scott of the 18th March, it seems reasonable to us that at least some portion of the University sterling income should be devoted to the relief of students, thereby reducing the charge on British public funds.
